Beyond One-Size-Fits-All: Rethinking Carbon-Neutral Cities through Standards, Space, and People

Carbon-neutral cities cannot be built on uniform blueprints. Each must follow pathways that reflect its unique local context. This talk introduces an enhanced evaluation framework inspired by Kate Raworth’s Doughnut model, adapted for urban sustainability. It also rethinks the 15-minute city by highlighting chronotope (time-space dynamics) and topophilia (emotional bonds with place) as key factors in spatial planning.

Governance approaches — whether public-led, private-led, or through partnerships — should be tailored rather than standardized. Most importantly, future-ready cities require service models that are co-created with citizens and informed by behavioral economics. Such models ensure that climate neutrality is not only achieved on paper but embedded in everyday urban life.
